From the rule book below are the requirements for reflective strips on the bikes if you put helicopter tape on the frame and then the reflective tape there is less chance of damaging the paint work.
page 31 rule book
Visibility and Reflective Material 1. All bicycles must have reflective material on the rear seat stays at least 15 cm (6 inches) long. Reflective material should be as wide as possible.
2. All bicycles must have reflective material on the outside of both fork blades at least 15 cm (6 inches). Reflective material should be at least 1.5cm (½ inch wide) or as wide as possible.
3. All bicycles must have reflective material on the crank arms that is visible from the rear of the bike that is at least 7.5cm (3inches) long. Reflective material should be as wide as possible. Either all bicycles must have reflective material on the back of all pedals OR all shoes must have reflective material on the back of the heel. Reflective material must cover as much area as possible of either the backs of pedals or the heels of the shoes.

I've just taped up my bike as above. Lessons I learned are
1. if you follow the minimum lengths and don't go crazy then you need a approx a 2m of tape 2. I used this 3m tape and it pulls off the frame without leaving any residue (http://www.ebay.co.uk/itm/3M-Scotchlite-580-Reflective-Tape-Full-Colour-Range-inc-Black-White-UK-680-/141424356578?var=&hash=item20ed8c6ce2). I went for 1.5cm width 3. I tried vinyl tape too and it pulls off the frame without sticking or leaving any residue 4. I am least happy about the tape on the wheels. On deep section wheels this shouldn't be an issue but on my 'climbing' wheels I've had to wrap the tape round the spokes. As well as looking a bit shit I'm not sure if they'll flap around at high speed. I'll test them tomorrow.

I noticed that in Lidl on Monday next (at least here in Ireland) they are selling spoke reflectors that attach to the spokes on the wheels. I am going to pick up a few packs - as you probably know its first come first serve there so if there's one close to you maybe you code check it out?
